SPECIAL MEETING – EDEN TOWN BOARD

2795 EAST CHURCH STREET

EDEN, NEW YORK

NOVEMBER 7, 2001

7:30 P.M.

 

TOWN BOARD MEMBERS PRESENT:

            GLENN R. NELLIS                -           SUPERVISOR

Call To Order:

 

            Supervisor Nellis called the Special Meeting of the Eden Town Board to order at 7:35 P.M.

 

Pledge of Allegiance:

 

            Supervisor Nellis led the assembly in the Pledge of Allegiance to the flag followed by a moment of silence.

 

MOTION was made by Councilman Krycia to close the Special Meting of the Eden Town Board and go into Public Hearing; seconded by Councilman Zittel; All – “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

            Supervisor Nellis closed the Special Meeting of the Eden Town Board at 7:38 P.M.

 

MOTION was made by Councilman Vacco to open the Public Hearing for the purpose of the 2002 Proposed Budget; seconded by Councilman Krycia; All – “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

            Supervisor Nellis opened the Public Hearing at 7:38 P.M.

Public Hearing

 

To consider the Proposed Budget for the Town of Eden for the year 2002

 

            Supervisor Nellis stated that copies of the proposed budget were available for review in the Town Clerk’s office. 

 

            The proposed tax rates are:

                        General           $    1.44 per thousand

                        Highway          $    2.53 per thousand

                        Light                $      .16 per thousand

                        Fire                 $      .58 per thousand

                        Garbage           $147.00 per household

 

 

 

 

 

 

 

 

            Supervisor Nellis explained the budget breakdown.  The proposed budget reflects an overall increase of $.18 per thousand or a 3.97% increase.  A property assessed at $100,000. would see an $18.00 increase in their 2002 taxes.  The total increase would be $4.71 per thousand as compared to $4.53 per thousand in 2001 with an overall increase of 3.97%.  It also includes a 3% employee salary increase in conjunction with the Highway and Police contracts.

 

            Supervisor Nellis indicated that the cost increase is in part due to insurance premiums and workman’s compensation.

           

            The following residents made comments regarding the proposed budget:

            Supervisor Nellis closed the public hearing at 7:50 P.M.

 

MOTION was made by Councilman Krycia to open the regular meeting; seconded by Councilwoman Pew; All “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

Supervisor Nellis then asked for any comments or changes in the preliminary budget as proposed.  There were none.

 

MOTION was made by Councilman Vacco to approve the 2002 Budget; seconded by Councilman Krycia; All “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

           

           

New and Unfinished Business:

 

1.)   Southern Tier Snowdrifters, Inc.

 

The Southern Tier Snowdrifters, Inc. is a snowmobile club based out of the Langford NY area.  They are in need of a municipality endorsement in order for them to receive a Federal grant to purchase a newer grooming tractor.  The grant has been approved but they are in need of an endorsement in order to receive it.  They are a not-for-profit organization that maintains over 50 miles of New York State sanctioned snowmobile trails, starting from the East Eden area, and ending near South Dayton.

 

William Stickney, Secretary for the Club has requested that the Eden Town Board pass an Endorsement Resolution.  

 

MOTION was made by Supervisor Nellis to approve the adoption of the following resolution:

 

WHEREAS,   the Southern Tier Snowdrifters, Inc., is applying to the New York State Office of Parks, Recreation and Historic Preservation for a grant under the Recreational Trails Program for a trail project to be located in East Eden, a site located within the territorial jurisdiction of this Board, and

 

WHEREAS,   as a requirement under the rules of these programs, said applicant must obtain the “approval/endorsement of the governing body of the municipality in which the project will be located”;

 

NOW, THEREFORE BE IT RESOLVED by this body that the Board, of the TOWN OF EDEN hereby does approve and endorse the application of Southern Tier Snowdrifters, Inc., for a grant under the Recreational Trails Program for a trail project know as the Purchase of Trial Grooming Equipment and located within this community.  And further, it is resolved that, should the Southern Tier Snowdrifters, Inc., be unable to do so, said property shall be maintained by the TOWN OF EDEN consistent with the rules promulgated by OPRHP.

             

Seconded by Councilman Zittel pending approval of Town Attorney; All – “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

 

Adjournment:

 

MOTION was made by Councilwoman Pew to adjourn the Special Meeting of the Eden Town Board; seconded by Councilman Krycia; All – “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

            Supervisor Nellis adjourned the Special Meeting of the Eden Town Board at 7:55 P.M.
