WORK SESSION MEETING – EDEN TOWN BOARD

Call To Order:

 

            Supervisor Nellis called the Work Session of the Eden Town Board to order at 7:30 P.M.

 

Pledge of Allegiance:

 

            Supervisor Nellis led the assembly in the Pledge of Allegiance to the flag followed by a moment of silence.

           

New and Unfinished Business:

 

1.)             Correspondence from Gov. Pataki, Re:  New Building Codes for

New York State

           

            Supervisor Nellis stated that Governor George E. Pataki announced that New York State has adopted new Fire Prevention and Building Codes that reflect current technology, product and safety standards and will enhance energy conservation requirements.  Scott Henry, Zoning Code Enforcement Officer has attended training sessions and completed a required examination.  New code books will be provided to all enforcement officials.  The code applies to all communities across New York State, except New York City (which has its own building and fire code).  The new code will take effect in July and will include a 180 day transition period during which the current code or the new code may be used.

 

2.)             Approval of Wendel Contract – Industrial Park

 

Supervisor Nellis reported that the Town Board and the Town Attorney have

reviewed and found acceptable the contract that Andrew Reilly from Wendel Duchscherer submitted to the Town Board at the July 12, 2002 Town Board meeting for a scope of services for the Industrial Park area around Crescent Manufacturing.  This is a contract that Wendel Duchscherer has worked out in conjunction with the County Department of Environmental and Planning at a cost of $40,950.00.

 

            Joel Giambra, County Executive has responded to Supervisor Nellis’ letter of April 23, 2002 concerning assistance to retain Crescent Manufacturing.  Erie County will provide up to $250,000.00 in Community Development Block Grant funds to help upgrade the infrastructure needs of Crescent Manufacturing.  The $40,950.00 will be paid to Wendel Duchscherer from the Community Development funds.

 

MOTION was made by Supervisor Nellis that the Town of Eden enters into a contract with Wendel Duchscherer for engineering services for an industrial access road and infrastructure improvements for an industrial park to be located at the Crescent Manufacturing site in the Town of Eden.  Funding for such project, including the $40,950.00 to be paid to Wendel Duchscherer, to be provided by a $250,000.00 Community Development Block Grant.  Also, that the Supervisor be authorized to forward a Notice to Proceed to Wendel Duchscherer for their services; seconded by Councilman Zittel; All “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

3.)             Court Clerk Conference

 

Supervisor Nellis read correspondence from Jayne Cohoon, Court Clerk for

approval to attend the New York State Magistrates Court Clerks fall conference and training classes to be held in Alexandria’s Bay from September 29 through October 2, 2002.

 

MOTION was made by Councilman Zittel to approve Jayne Cohoon’s attendance to the above-mentioned conference from September 29 through October 2,2002; seconded by Councilman Walker; All “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

Supervisor’s Report:

 

            Supervisor Nellis thanked Councilman Zittel and Councilman Vacco for attending the North Collins celebration and parade on Sunday, June 16, 2002.  Also, thanks to Ron Salzman and the Eden Fire Department for supplying the antique fire truck.

 

            Community Development funds were released for Recreation funding for Minekime and Swartz field, which will allow the project to proceed.

 

            Notice has been received that the East Church bridge will be closed from July 8, 2002 and re-open approximately November 22, 2002.

 

            Supervisor Nellis has been notified that the Meals-On-Wheels program has requested that a second route be established in Eden as a larger number of people in Eden are in need of this assistance.  Currently the Town of Eden has 11 volunteers and an additional 10-12 volunteers are needed.  Supervisor Nellis will be contacting the area churches to ask for some assistance.

 

            Councilman Walker and Councilman Vacco will be reviewing the garbage contracts and will be meeting on Monday, July 1, 2002 with Sue from Erie County.

            There were none.

MOTION was made by Councilwoman Pew to adjourn the Work Session Meeting of the Eden Town Board; seconded by Councilman Vacco; All “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

 

            Supervisor Nellis adjourned the Work Session Meeting of the Eden Town Board at 8:00 P.M.
