Supervisor Krycia called the Work Session of the Eden Town Board to order at
Pledge of Allegiance:
Supervisor Krycia led the assembly in the Pledge of Allegiance to the flag
followed by a moment of silence.
New and Unfinished Business:
1.) Schedule Public Hearing – Increase Income Limits –
Senior Citizen Tax Exemption
Deputy Supervisor Krycia explained
the exemption along with R. Ferris
Randall, Head Assessor.Mr. Randall explained that the County sets the pace and would like to
see Eden at the same level of
MOTION was made by Councilman Zittel to set the
Public Hearing for May 24, 2000
at seconded by Councilman

2.) Notification of Application of
Liquor License Renewal – Eden
Wine & Liquor Store
Deputy Supervisor Krycia read the
letter received from the Eden Wine & Liquor Store notifying the Town Clerk
of their intention to apply for a renewal of their Liquor License.This is informational only and no action of
the Town Board is necessary.
3.) Bike Rodeo – EdenTown Hall Parking Lot
Deputy Supervisor Krycia read a
notice asking permission for a Bike Rodeo scheduled for May 20, 2000 at
at the Eden Town Hall Parking
Lot sponsored by the Eden Police Reserve.
MOTION was made by Councilwoman Pew to allow the Bike
Rodeo seconded by Councilman Zittel; All “Ayes”; Opposed? – None; Abstain? –
None; Motion carried.

Re:Benefits of keeping property assessments
Supervisor Krycia introduced David M. Wilkins, Real Property Analyst 2 for the
New York State Office of Real Property Services.Mr. Wilkins distributed folders, which
explain the Reassessment Plan and the Aid Package to the Town Board members,
the Town Clerk, which is on file in the Town Clerk’s office and Ann Knack,
Wilkins stated that the last Market Value Survey, which establishes the
Equalization Rate, was last done in Eden
in 1994.The Equalization Rate in 2000
is 90%, which has dropped from 98.6%.
State has come up with an aid package, which allows the municipality with
assessments at 100% up to $5.00 per parcel, which means $17,500 for the Town of
Eden of aid is available.
Wilkins went on to explain the benefits of this plan and fielded several
questions from the Town Board and residents in attendance.The Town Board will need to review the packet
they were given and make a decision as to the direction they will take.
Supervisor Krycia made note to the other Town Board members that he was in
receipt of a letter from the Library Board regarding the conditions of the
parking lot.It will be taken up for
consideration at some time in the near future.
