Call To Order:

Nellis called the Work Session of the Eden Town Board to order at 7:30 P.M.
Pledge of Allegiance:
Supervisor
Nellis led the assembly in the Pledge of Allegiance to the flag followed by a
moment of silence.
New and Unfinished Business:
- Discussion/Approval
of Telecommunications Facilities Proposed Local Law
Supervisor Nellis noted that a
Public Hearing was held during the February 11,
2004 Town Board Meeting to discuss the Telecommunications
Facilities Proposed Local Law and that the proposed changes were received from
the Planning Board. A revised copy with
changes from the Planning Board and the Technology Committee were
presented. Councilwoman Pew read Section
197-1. Intent and thanked the Planning Board, the Technology Committee and
Andrew Reilly, Town Engineer for their input.
Supervisor
Nellis then began the process of reviewing the Telecommunications Facilities
proposed local law page by page. The revisions made by the Planning Board and the Technology Committee
was discussed and additional revisions were made.
After much
discussion the following Motion was offered.
MOTION was made by Councilman Walker to adopt Local
Law #2-2004, Telecommunications Facilities after confirmation that the changes
made at this Town Board meeting are actually made the way we made them, that
the changes are subject to review by William Trask, Town Attorney and that the
changes do not require a subsequent Public Hearing; seconded by Councilwoman
Pew; All “Ayes”; Opposed? – None; Abstain? – None; Motion carried.

A complete copy of Local Law #2-2004 will be inserted when
available.
- Discussion/Approval
of Wind Energy Conversion Systems Proposed Local Law
Supervisor Nellis suggested to the
Town Board members that this item be tabled
for further review.
MOTION was made by Councilman Krycia to table the
discussion/approval of Wind Energy Conversion Systems Proposed Local Law;
seconded by Councilman Vacco; All “Ayes”; Opposed? – None; Abstain? – None;
Motion carried.

– Legislator Chase – Eden
office
Supervisor Nellis read and moved
the following Resolution:
“WELCOME TO EDEN”
LEGISLATOR JEANNE CHASE
WHEREAS, Erie
County Legislator Jeanne Chase has moved her district office to Main
Street in the Town of Eden;
and
WHEREAS, her
location gives a boost to our business district as it has been recognized in
our Town Comprehensive Master Plan; and
WHEREAS, her
ongoing interest and support for the Town is greatly appreciated;
NOW, THEREFORE BE IT RESOLVED that the Eden Town
Board welcomes Legislator Jeanne Chase to our Town and looks forward to working
with her for the good of the citizens of Eden
in 2004 and beyond.
Seconded by Councilwoman Pew; All “Ayes”;
Opposed? – None; Abstain? – None; Motion carried.
Supervisor’s Report:
Supervisor
Nellis reported that a workshop would be held on March 9, 2004 in the Town of Orchard Park Town Hall
basement to discuss Erie/Niagara County framework for regional growth. All are invited to attend.
Supervisor
Nellis indicated that Stephen Waldvogel, Project
Engineer from R & D Engineering is present tonight and will meet with the
Town Board in Executive Session.

Adjournment:
MOTION was made by Councilman Vacco to adjourn the
Work Session Meeting of the Eden Town Board; seconded by Councilman Walker; All
“Ayes”; Opposed? – None; Abstain? – None; Motion carried.

Nellis adjourned the Executive Session of the Eden Town Board at 10:00 P.M.
